Almost everything written about this in English is wrong, including the number of days, the convention it relies on, and the piece of paper you were told to bring. The law is short and says something else.
30 days on a plain foreign licence, not six months. An IDP removes that cap and gives you your whole stay. And it must be the 1949 Geneva permit, because Cyprus never joined the 1968 Vienna Convention.
You have almost certainly been told that you can drive here for six months on your national licence, and that because your country is in the Vienna Convention you do not really need anything else. Both halves of that are wrong in Cyprus, and they are wrong in ways that are easy to check and that nobody has checked.
None of this is obscure. It is two articles of one law and a page of the UN treaty register.
The law, on a temporary visitor holding a valid foreign licence:
A person temporarily visiting the Republic for a period not exceeding 30 days, holding a valid driving licence issued in a foreign country under the laws of that country, is entitled to drive in the Republic during their stay.
Thirty days. That is the visitor rule and it is the only one that applies to a plain foreign licence.
So where does "six months" come from? From a different article, about residents. It caps how long the Registrar recognises a foreign licence once you live here, and it doubles as your deadline to exchange. Someone, years ago, read a residency rule and wrote it up as a tourist allowance, and the entire English-speaking internet has repeated it since.
The two numbers are not interchangeable. One tells a visitor when to stop driving. The other tells a resident when to swap.
This is the one that catches Russian drivers specifically, and the reasoning that fails is perfectly sensible reasoning.
It goes: Russia is a party to the 1968 Vienna Convention on Road Traffic. The Vienna Convention means your national licence is recognised abroad. Therefore your Russian licence works in Cyprus.
Every step of that is true except the destination. Cyprus is not a party to the 1968 Vienna Convention. It never signed it. Here is what the two countries actually share, from the UN depositary register:

Cyprus and Russia have exactly one road traffic convention in common, and it is the old one: 1949 Geneva.
That matters because of how Cyprus law defines a valid international permit. It counts only if it was issued under a convention ratified by the Republic. Cyprus ratified 1949 Geneva. It did not ratify 1968 Vienna. So the permit that works here is the 1949 Geneva one. Russia issues both formats. Most people are told to get the 1968 one, and in Cyprus it has no footing at all.
Cyprus is a party to a 1968 convention: the one on road signs and signals, adopted at the same conference, on the same day, in the same city. Search for "Cyprus 1968 Vienna Convention" and it surfaces, looks like confirmation, and it is a different treaty about a different thing. That is the trap, and it is why this error is everywhere.
Guides call an International Driving Permit "recommended", the way a phrasebook is recommended. In Cyprus it is doing real legal work. The article next to the 30-day rule says that a visitor holding a qualifying international permit is entitled to drive for the duration of their stay. No 30 days. No cap at all.
So the IDP is the difference between a month and your whole trip.
Two practical points, both of which catch people:
Those three are parties to the 1968 convention but not to 1949 Geneva. Read strictly, Cyprus law counts a permit only if it comes from a convention Cyprus ratified, which would mean their IDPs do not unlock the no-cap route and only the 30-day rule applies. That is our reading of the text, not a published position. The Road Transport Department has never addressed it in writing, and we are not going to invent an answer. If this is you, ask them directly before you rely on it.
Two numbers, two different tests, and merging them is how people end up wrong:

An EU licence is the easy case: no obligation at all. You may exchange it if you want to; nobody is making you.
Here is where honesty is more useful than confidence.
Cyprus law lets the Registrar recognise licences from countries named in a notification, and the exchange route follows that notification. If your country is on it, you exchange. That is the whole architecture, and the Road Transport Department confirms the list is the operative test.
The notification is not published. Not on the Department's site, not on gov.cy. We went looking through their driving-licence pages, and what they publish is forms.
So we cannot tell you whether Russia is on that list. Neither can anyone else, and that includes every site that states it as fact. What we can tell you is that the list is the question, that it exists, and who has it. The Road Transport Department's number is +357 22807000. That is a better answer than a confident guess, and it is the only honest one available.
People assume the opposite and delay buying because of it, so this is worth stating plainly.
We took the Road Transport Department's registration document list and searched it. The words "driving licence" do not appear in it once. The whole list is about the vehicle: the form, the customs paperwork, the invoice, the approvals, and an insurance certificate. A car is property. A licence is permission to drive it. They are different questions, and Cyprus keeps them apart.

The one place your licence genuinely bites is insurance, which you do need in order to register. Whether an insurer will write a policy for the holder of a Russian or other foreign licence, and on what terms, is their commercial decision, not a rule in any statute. We are not going to pretend the law answers it, because it does not.
€40, and the plastic card is valid 15 years for a car or motorcycle, five for a lorry or bus.
That €40 comes from the Department's own published document, and it has to, because the statutory fee schedule is unusable. It is still written in Cyprus pounds: 35,00 for the under-60s. Parliament ordered the schedule replaced and never attached the replacement, and the law's editors note the drafting error. So the fee lives in a departmental document while the statute quietly refers to a currency that stopped existing in 2008.
Thirty days, not six months. The law gives a temporary visitor holding a valid foreign licence the right to drive for a period not exceeding 30 days. The six-month figure everyone repeats comes from a different article about residents and recognition, and it has been mangled into a tourist rule.
Not for the first 30 days, but it is what removes the 30-day limit. With a qualifying IDP the law gives you the duration of your stay instead. So an IDP is not a formality here, it is the actual mechanism. Get it in your own country before you travel: Cyprus only issues IDPs to people who already hold a Cyprus licence.

The law lets the Registrar recognise licences from countries named in a notification, and the exchange route follows that list. The notification is not published on any government site. We looked. Anyone telling you confidently that Russia is or is not on it is guessing, so call the Road Transport Department and ask.
Once you live here. Recognition of a foreign licence is capped at a six-month stay, which is also the exchange deadline. Separately, normal residence is defined as at least 185 days in a calendar year. Those are two different tests and both matter, so do not merge them.
